I'm confused, maybe you can help. I am well aware of jail overcrowding in Eugene, but, why and how to "they" decide who to release early and who has to stay? In my experience, living here over the last three years, it seems the non violent ones stay in prison; opposite of common sense.





1. Truth there is no jail over crowding, over 150 beds and forest work camp (a great program) 180 beds are empty. Whole sections of the Jail are closed off, not used. Why... A monster of corrections was created the biggest money maker 1998-2004. Prosecution of drug offences stirred this, the Great "Drug War" back fired. You cannot create a monster of revenue unless you can keep building it, many prisons, jails. At some point the money ran out. We are looking at the after effects. Time for prevention & treatment for drug offences 70% of offenders(The real number is higher), leaving ability of police, DA, and Jail staff to do what we need them to do. Joe now U.S. Marshal our last Sheriff did a good job of changing programs so that the community benefited, and the jail became much calmer. Now to your Question: End result. Keep monsters off the street. There a couple of factors, repeat offenders, violent offenders with any S/O, measure 11 charges are hit the hardest, with bail, being very high 50K to 150K if they really don't want you out. Now on to the intricacies of this, the "Monster Corrections" above had to treat all offenders on a grid system do to over crowding, suddenly the old system of flipping an offender, meaning if he got out early, or had a down ward departed sentence would have to go back and serve all the time is gone. We all had to play by the same rules, the mass of drug offences, and harsher and harsher penalties for repeat offenders (addicts 13 month run as of 2008'). (The second part is a social sickness. Plain and simple How we Respect our women, strip clubs and porn everywhere) leading to the number 2 crime in Oregon, if I am stating correctly, Sex Offences.  They are treated just like everybody else in this grid system. Parole changed to post prison supervision, sanctions only 90 day bites day for day, and there are limitations to that to, even though they are likened to murders, arsonists, and kidnappers in the post prison guild lines allowing for maximum of time. I can go into a long legal mumbo jumbo that would take forever about how corporations take over prisons them run campaigns for stiffer penalties with scare tactics and other such affairs, but this keeps it simple.

Someone fact check downward departures. I want to say to any lady who is now working in the fields mentioned above. I have the outmost respect for you.
